On December 24,2015,the Commission received Columbine Telephone
Company,Inc.dba Silver Star Telephone Company’s (“Columbine”or “Company”)
amended tariffs pursuant to Commission Order No.33423.Columbine submitted a new
Tariff No.3 to replace existing Tariff No.2 (Silver Star Communications Ika Teton
Telecom)and seeks approval to withdraw the Silver Star Communications Tariff No.5.
The Company requests an effective date of January 1,2016.
On December 31,2015,Columbine submitted a revised Tariff No.3 with changes
requested by Staff
BACKGROUND
On October 29,2015,Silver Star Telephone Company,Inc.(“Silver Star”)and
Columbine Telephone Company,Inc.tiled an Application for Commission approval of
the transfer of Silver Star’s local exchange assets,operations,and certificated service area
under Certificate No.207 to its sister company,Columbine,and the subsequent
cancellation of this Certificate.As designated under Certificate No.207,Silver Star is
the Title 61 incumbent local exchange carrier serving the Irwin and Wayan exchanges.

The Company also requested the amendment of Columbine’s Certificate No.329 to
incorporate the Irwin and Wayan exchanges.
On November 24,2015,the Commission approved the transfer of Idaho assets
and operations,and the cancellation of Certificate No.207.The Commission further
approved the amendment of Certificate No.329 to include the Irwin and Wayan
exchanges “upon the Commission’s receipt of the amended tariffs from Columbine.”See
Order No.33423 at 3.
STAFF RECOMMENDATION
Staff has reviewed Columbine’s submission and believes the amended tariffs
fulfill the requirements set forth in Order No.33423.Staffrecommends Commission
approve the withdrawal of Tariff No.5 and the new Tariff No.3 with an effective date of
Januan’1,2016.
