and Necessity No. 361 is issued to BT Communications Sales LLC to provide local
telecommunications services and exchange services in Qwest Corporation s and Verizon Northwest
Inc.' s certificated service areas. The Commission approved the name change from Concert
Communications Sales, LLC to BT Communications Sales, LLC by Order No. 29350 issued October
