COC- T -03- On August 6 , 1999, Concert Communication Sales LLC applied for and was granted Certificate of Public Convenience and Necessity No.361 to resell local telecommunications in Idaho. Concert was a subsidiary of British Telecom (BT) that, along with AT&T, intended to serve multinational companies and international needs of individuals and businesses around the world through an entity called "Global Venture." In March 2000, Concert Communication Sales was reorganized into Concert USA to provide intrastate Telecommunication Services in Idaho. AT&T and BT each retained its 50% controlling interest. Then in November 2001 , the Commission was notified that AT&T and BT would dissolve their joint venture with BT becoming the 100% owner of Concert. This transaction was consummated on April 1 , 2002. In June 2003 BT filed updated price lists reflecting a change in names from Concert USA to BT Communications Sales LLc. The Company s Certificate of Authority from the Secretary of State was also changed to become BT Communication Sales. Now BT has requested that the Commission change the name of the Certificate from Concert Communication Sales LLC to B T Communications Sales LLC. DECISION MEMORANDUM - 1 -SEPTEMBER 18, 2003 STAFF RECOMMENDATION Staff recommends that the Commission change the name on Certificate No. 361 from Concert Communication Sales LLC to British Communications Sales.
