COMMUNICATIONS SALES LLC.

On August 6, 1999, the Commission issued Order No. 28111 granting Concert
Communications Sales LLC (Concert) a Certificate of Public Convenience and Necessity to
resell local telecommunications services within the State of Idaho. Certificate No. 361 was
subsequently issued to Concert on September 2, 1999. Concert was a subsidiary of British
Telecom that partnered with AT&T to serve the international needs of multinational companies
individuals, and businesses through an entity called "Global Venture.When Concert
Communications Sales was reorganized as Concert USA to provide intrastate telecommunication
services in Idaho. AT&T and British Telecom each retained a 50% interest in Concert.
In November 2001 , the Commission was notified that AT&T and British Telecom
would dissolve their joint venture and BT would assume 100% ownership of Concert. This
transaction was finalized on April 1 , 2002. Concert amended its Certificate of Authority from
the Idaho Secretary of State to reflect the name "BT Communication Sales LLC" (BT) in
December 2002.
On June 31 , 2003 , BT f/k/a Concert Communications Sales LLC notified the
Commission that it would like to continue to hold its certificate of local authority even though
BT is no longer partnered with AT&T. To formally recognize these recent changes, the
Commission Staff recommended the Commission amend the corporate holder s name on
Certificate No. 361 to BT Communications Sales LLC.
Based on our review of the Application, we find that it is reasonable to amend
Certificate of Public Convenience and Necessity No. 361 to reflect the change in name from
Concert Communications Sales LLC to BT Communications Sales LLC. We also note that BT
filed updated price lists under the name "BT Communications Sales LLC" in June 2003 and need

not refile them as a result of this Order. The Commission also finds it is reasonable to perform
this administrative function without initiating a public hearing.
ORDER
IT IS HEREBY ORDERED that the corporate holder s name on Certificate of Public
Convenience and Necessity No. 361 be amended to reflect the change in name from Concert
Communications Sales LLC to BT Communications Sales LLc.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. COC- T -03-
may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. COC- T -03-Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~~ 61-
626 and 62-619.
