CenturyLink and Teleport Communications of America
LLC
Dear Ms. Jewell:
CenturyTel of Idaho and CenturyTel of the Gem State (collectively "CenturyLink") are
submitting this supplemental cover letter to more fully explain the January 22,2014 filing in this
matter. The filing consisted of an "Interim Arrangement" that was entered into between the two
CenturyLink companies and Teleport Communications of America,LLC. Such an agreement is
expressly authorized by 47 CFR 51.715, and allows parties who are still negotiating a final
interconnection agreement ("ICA") to begin exchanging traffrc while the negotiations continue.
CenturyLink believes that the Interim Arrangement is subject to filing and approval, as it states
terms for interconnection, UNEs, and resale under Sections 2511252 of the Telecom Act. We
apologize if the terminology caused any confusion, as this is the first filing of this type we have
submitted to the Commission. However, it should be treated as any other ICA would be in terms
of filing and approval.
CenturyLink requests expeditious approval of the agreement in its current form.
