On June 2, 2003 , CenturyTel of Idaho, Inc. filed Tariff Advice No. 03-06 to establish a
new set of rates. More specifically, the tariff would apply to intraMTA (Major Trading Area)
traffic originated by commercial mobile radio service (CMRS) or wireless providers licensed by the
Federal Communications Commission (FCC) who do not have Interconnection Agreements with
CenturyTel and who call CenturyTel's customers. The Company proposes an effective date for the
tariff of July 2, 2003.
NOTICE OF APPLICATION
In Tariff Advice No. 03-, CenturyTel proposes to establish rates for certain wireless
calls made to its customers. CenturyTel explains that the tariff would apply to mobile-to-Iand
(wireless to landline) local traffic that transits a third-party tandem provider where the CMRS
provider does not have an existing Interconnection Agreement with the Company. All existing and
future Interconnection Agreements and/or terminating Traffic Agreements between a CMRS
provider and CenturyTel will supersede this tariff.
This tariff advice was addressed by the Commission at its regularly scheduled decision
meeting on June 30, 2003. The Staff reported that it had received numerous calls from wireless
providers expressing concerns about this tariff advice. Staff reported that the concerns included:
the rates proposed; the Commission s jurisdiction to determine these rates; whether this issue was
more properly addressed in Interconnection Agreements; and that this issue is currently being
litigated before the FCC. Staff recommended that this tariff advice be suspended and put out for
public comment under Modified Procedure. We agree and find there are sufficient grounds to
suspend this tariff advice for 60 days.

interest may not require a formal hearing in this matter and will proceed under Modified Procedure
pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission s Rules of Procedure
IDAP A 31.01.01.201 through -204.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on
CenturyTel's Tariff Advice No. 03-06 may file a written comment in support or opposition with the
Commission within twenty-one (21) days from the service date of this Notice. The comment must
contain a statement of reasons supporting the comment.

IT IS HEREBY ORDERED that CenturyTel of Idaho s Tariff Advice No. 03-06 is
hereby suspended for a period of 60 days from its proposed effective date of July 2, 2003.
IT IS FURTHER ORDERED that this Application be processed under Modified
Procedure. Persons interested in submitting written comments regarding this matter should do so
within 21 days of the service date of this Order. All comments submitted in this matter shall also
provided to CenturyTel.
IT IS FURTHER ORDERED that CenturyTel may file reply comments within 35 days
from the service date ofthis Order.
