COMMISSION STAFF
COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its
Attorney of record, Daphne Huang, Deputy Attorney General, submits the following comments.
BACKGROUND
On May 12,2016, Chickadee Wireless, Inc. ("Chickadee" or "Company") applied to the
Commission for a Certificate of Public Convenience and Necessity (CPCN) authorizing it to
provide basic local exchange service as a competitive local exchange carrier (CLEC) in Idaho.
On June 15, Chickadee submitted a revised page 1 of the Application.
STAFF ANALYSIS
Chickadee Wireless is an Idaho corporation, authorized to do business in Idaho and is
located at9l3 Main Avenue, St. Maries, Idaho. Application at Rev. l. Chickadee currently
operates as a Wireless Internet Service Provider, but now requests authority to provide local

exchange services in competition with Frontier Communications "in the non-rural rate centers."
Chickadee proposes to "use a combination of its own facilities and the facilities of other carriers
to provision its telecommunications services." Id. Upon Commission approval of the
Application, Chickadee intends to obtain an interconnection agreement with Frontier. Id. at2.
Chickadee provided its Articles of Incorporation along with financial information which
it asserts is exempt from public disclosure pursuant to Rule 67. Id., Exh. B-D; IDAPA
31.01.01.067. The Company also included an illustrative tariff. Id.,Exh.D.
Chickadee states it will begin operations once it has been approved by the Commission.
/d at Rev. 1. The Company states it has "reviewed all of the Commission rules and agrees to
comply with them." Id. at2.
RECOMMENDATION
Staff has reviewed Chickadee's Application for a CPCN and believes the Company
understands and agrees to comply with the Commission rules and requirements. Based on this
review, Staff believes Chickadee's Application fulfills the requirements of the Commission
Rules and Procedural Order No. 26664. Staff also believes Chickadee possesses the requisite
financial, managerial, and technical qualifications necessary to operate as a provider of
telecommunications services. Staff, therefore, recommends approval of the Application for a
Certificate of Public Convenience and Necessity subject to the following conditions:
1. Chickadee complies with number pooling and reporting requirements of the North
American Numbering Plan Administrator, as set forth in Commission Order No. 30425;
2. Chickadee provides necessary reports, and contributions as appropriate to the Idaho
Universal Service Fund,Idaho Telecommunications Relay System, Idaho Telecommunications
Service Assistance Program, and complies with all future reporting requirements deemed
appropriate by the Commission for competitive telecommunications providers;
3. Prior to issuance of the Certificate, Chickadee files a final price list outlining all its
rates, terms and conditions with the Commission; and
4. Chickadee will relinquish its Certificate and all telephone numbers if, within one year
of issuance of a CPCN, the Company is not providing local exchange telecommunications
services in Idaho.
