NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that Chickadee Wireless is an Idaho corporation, authorized to do business in Idaho and is located at 913 Main Avenue,St.Manes,Idaho.Exh. B. YOU ARE FURTHER NOTIFIED that Chickadee proposes,and requests authority, to provide local exchange services in competition with Frontier Communications “in the non- rural rate centers.”Application at 1.Chickadee will “use a combination of its own facilities and the facilities of other carriers to provision its telecommunications services.”Revised Application.Upon Commission approval of the Application,Chickadee intends to obtain an interconnection agreement with Frontier.Application at 2.Chickadee agrees to comply with all Commission rules.Id.at 2. YOU ARE FURTHER NOTIFIED that Chickadee provided its Articles of Incorporation,local exchange tariff,and financial information which it asserts is exempt from public disclosure pursuant to Rule 67.Exh.B-D;IDAPA 31.01.01.067. YOU ARE FURTHER NOTIFIED that Chickadee agrees to comply with all Commission rules.Application at 2. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01;Idaho Code § 62-6 19.
