RE:CANCELLATION OF AMENDED CERTIFICATE NO. 389 IN CASE NO.
GNR-00-39 FOR TRINSIC COMMUNICATIONS, INCORPORATION.
BACKGROUND
On July 9, 2001 the Commission issued Order No. 28766 granting Z-Tel
Communications, Inc. (Z- Tel) a Certificate of Public Convenience and Necessity to provide
basic local exchange and facilities-based services within the State ofIdaho. Certificate No. 389
was subsequently issued to Z- Tel.
In December 2004, Z- Tel changed its name to Trinsic Communications, Inc. and was
granted an Amended Certificate of Authority from the Idaho Secretary of State. On December
2004, Z-Tel requested that the Commission change the name on Certificate No. 389 to reflect
the name change. The Company also filed a new price list with the request for name change.
The Commission Staff recommended that the Commission approve this request and an amended
Certificate Order was issued. Order No. 29695.
On June 5, 2008, Trinsic filed a request to cancel its Authority to provide interexchange
and local exchange services in Idaho. The Company filed bankruptcy in 2007 and has ceased
operations within the state and asks that its price lists and Certificate No. 389 be withdrawn
immediately. Because the Company has no customers, discontinuance of its certification will
have no adverse impact upon consumers.

STAFF RECOMMENDATION
Staff has reviewed the request and agrees that there will be no customers impacted by the
cancellation of this certificate and recommends approval. Does the Commission agree?
