I am trying to research what is required to "bulk transfer" long llistance customers from co~-;:t'Xo company in the state of
Idaho. The details of the transactions are as follows:

1. Cause Based Commerce, Inc. (CBCI) has roughly 70 LD customers in the state of Idaho as an agent of Power Net Global
Communications (PNG).
2. CBCI has purchased a small portion of Power Net Global's (PNG) customer base which includes these Idaho LD customers.
CBCI previously brought these customers to PNG under an agent agreement.
3. CBCI is looking to "bulk transfer" these customers without having to re-LOA each customer. The customers are currently with
PNG.
4. CBCI has filed wi the FCC regarding this bulk transfer (see attached) and will receive a 30 day notice outlining the details ofthe transfer.
5. The customer s rates will not change and no fees will be charged to the customer to move from PNG to CBCI.
6. The customers will primarily stay on the same network (Owest) which is used by both PNG and CBCI. No switching at the
local phone companies will be required to make this change.
7. The customer will experience no interruptions in service.
8. This transfer will be transparent to the customers and both PNG and CBCI will continue to offer reseller services to Idaho
customers.
9. CBCI will assume billing, collections and customer service responsibilities after the transfer takes place.
I want to identify if Idaho has a special procedure we must follow that is different from what is required by the FCC. If not, we
would propose to follow the FCC guidelines regarding this transfer. I have attached the FCC Public Notice and a sample
customer notice letter. I am looking for some guidance on this issue to make sure we are in compliance in your state.

Recently, Sienna and PNG came to an agreement to transfer your long distance services to Sienna.
Sienna is a telecommunications provider that offers its customers state-of-the-art technologies coupled
with first-rate customer care.
What does this mean?
Your services will not be affected during the transition. Be assured this change in long distance service
providers will be beneficial to you. There will be NO change in your telephone number NO change to
your long distance rates and NO interruption in your long distance service.
Sienna puts its customers first and you can count on us to deliver the right solutions with a personal
touch. We can provide the attentive service and support much larger carriers cannot deliver. You will
have access to knowledgeable Sienna representatives and our supportive customer care specialists.
Willi be charged for this chanae?
There will be no charge or fee from Sienna as a result of this transition. The only difference that you will
notice will be the name of your long distance carrier and the look of your new monthly bill. However, if an
inaccuracy in your billing does occur, or if you are notified of any charges being assessed by another
carrier, please contact Sienna.
When will the chanae occur?
Sienna anticipates that the transfer will occur on or about February 22th , once the regulatory approvals
have been obtained. Beginning on or after that date, Sienna will be providing your long distance service
and-PNG will no longer be your long distance service provider. Sienna is confident that you will find that
remaining with us is the smart choice to meet your telecommunications needs; however, we realize that
you have a choice of service providers, and you may choose another carrier at any point.
All customers receiving this notice will be transferred to Sienna, unless they select a different long
distance carrier before the transfer date.
If you have any questions or concerns regarding billing, repairs, complaints or service needs, please call
Sienna at 1-877-474-3662. Notice of any future changes in rates, terms and conditions of service will be
provided in accordance with applicable law.
