CAM-IO- BACKGROUND On October 1 2010, NeuStarl contacted Commission Staff regarding a full208-NXX code2 that was originally assigned to Cambridge Telephone Company ("Cambridge ). The code was recently assigned to a competitive local exchange carrier ("CLEC") out of the Boise Main Office. Cambridge informed Staff that, effective December 9 2009, the Company sent a Part I form to the North American Plan Administrator ("NANP A,,3 releasing the NP A-NXX, 208- 258, back to the numbering pool. The Company also stated that, effective January 28 2010, all customers who were served by the 208-258 Cuprum exchange were moved to the Council exchange, 208-253. The Company indicated that there are approximately 40 customers who would be affected by this action. The Cuprum Central Office (CO) is now functioning as a dumb remote. According to Cambridge, its decision to move the Cuprum customers to the Council exchange was made in part based upon the FCC granting mandatory pooling in Idaho. The Company s release of numbers was contemplated in order to help preserve 208 area code resources. NeuStar notified Staff that it required a Commission Order approving the relinquishment of the numbers in the Cuprum CO and converting the CO to a dumb remote. I NeuStar monitors and oversees thousands block pooling for all telephone numbers. A block of numbers consists of 000 numbers. 2 A full NXX code is comprised of 10 000 telephone numbers. 3 NANP A monitors and oversees central office codes administration and disbursements. 4 A dumb remote is a remote physical partition of an intelligent switch, usually is in the form of a Central Office (CO). The dumb remote is connected to the CO by a signaling and control link over which the call processing queries and instructions are transmitted between the two devices. In this case, the CO is the Council CO. ORDER NO. 32122 Normally, when numbers are transferred, relinquished or changed to a CO/rate center a Commission Order is appropriate. ST AFF ANALYSIS AND RECOMMENDATION Staff supports Cambridge s prompt response to the mandatory pooling Order from the FCC along with the proactive number resource management exercised by Cambridge. Staff believes that the Commission should issue an Order supporting Cambridge s voluntary relinquishment of numbers from the Cuprum Exchange. DISCUSSION AND FINDINGS After reviewing Cambridge s actions and Staffs recommendation, the Commission approves Cambridge s voluntary relinquishment of the NP A NXX, 208-258 , from the Cuprum Exchange. The Commission finds that Cambridge s actions constitute a reasonable and efficient use of Idaho s numbering resources. (N)umber conservation measures have the maximum effect on reducing the demand for numbering resources, and to avoid premature area code relief. . .." The Commission applauds Cambridge s release of numbers in furtherance of our goal of conserving "Idaho s increasingly scarce numbering resources.Order No. 30983 at 2. The Commission continues to encourage all of Idaho s telecommunications providers to emulate Cambridge s actions. ORDER IT IS HEREBY ORDERED that the Cambridge Telephone Company s voluntary relinquishment of the NPA NXX, 208-258, from the Cuprum Exchange is approved. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code f 61-626.
