Provider Designation.
Dear Jewell:
This notice is to inform the Idaho Public Utilities Commission ("Commission") that
Boomerang Wireless, LLC d/b/a enTouch Wireless' ("Boomerang's") received its federal
designation as a Lifeline Broadband Provider ("LBP") for the provision of Lifeline Broadband
Internet Access Service ("BIAS") on December 1, 2016 (Order No. DA 16-1325).
On March 31, 2016 the Federal Communications Commission ("FCC") adopted its Lifeline
Modernization Order which included BIAS as a supported Lifeline service and established a 60-
day streamlined federal LBP designation process under Section 214( e )( 6) of the Act. On October
3, 2016, Boomerang filed its application with the FCC for designation of Boomerang as an LBP
ETC, and Boomerang was designated on December 1, 2016.
Boomerang confirms it continues to seek Commission designation as an ETC and hereby
renews its request for Commission ETC designation (Docket No. BWL-T-16-01). In the absence
of the Commission's ETC designation, Boomerang will operate under its LBP designation to
provide Lifeline BIAS to qualifying consumers in your State.
