COMMISSION STAFF
COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its
Attorney of record, Kira Dale Pfisterer, Deputy Attorney General, in response to Order No. 29729
the Notice of Application and Notice of Modified Procedure in Case No. BUY-05-1 issued on
March 14, 2005 , and submits the following comments.
BACKGROUND
On February 16 2005 , DCN, Inc. ("DCN" or the "Company ) filed an Application for a
Certificate of Public Convenience and Necessity to provide resold and facilities-based local exchange
services in Idaho exchanges currently served by Qwest or Verizon. Currently, DCN is authorized to
provide switched and dedicated resold inter exchange telecommunications (long-distance) services in
Idaho. By this Application, DCN seeks additional authority to offer existing and prospective

customers resold and/or facilities-based (leased) competitive local exchange telecommunications
servIces.
STAFF ANALYSIS
UNC's Application proposes to offer business-class local exchange service connectivity and
transmission, including 2-wire, 4-wire, DS-, DS-, DS-3 and OCn 1 local loops necessary to connect
customers to UCN's nearest point of presence.
UNC was incorporated on March 15 1999 as a Delaware corporation and is authorized to
transact business in the State of Idaho as a foreign corporation. The Company is headquartered in
Bluffdale, Utah. In June 2004, Buyers United, Inc, changed its name to UNC, Inc., dba buyersonline
dba Untied Carrier Networks to UNC, Inc.
The Company provided financial sheets for quarters ending September 30, 2003 and 2004 and
the appropriate contact information for its registered agent for service of process within Idaho.
STAFF RECOMMENDATION
Staffhas reviewed the Application submitted by UNC , and believes the Company understands
and agrees to comply with the Commission rules and requirements. Based on this review, the
Company s filing fulfils the requirements of the Commission Rules and Procedural Order No. 26665.
The Staff believes that the Company possesses the requisite financial, managerial, and technical
qualifications necessary to operate as a provider of telecommunications services. Therefore, the Staff
recommends approval of the Application for a Certificate of Public Convenience and Necessity.
