DBA F AIRPOINT COMMUNICATIONS' ADVICE LETTER NO. ID-08-01 TO ESTABLISH DSI AND DS2 RATE PLAN TERM DISCOUNTS IN THE IDAHO RURAL EXCHANGE CARRIERS' TARIFF NO. The Idaho Rural Exchange Carriers ' (IREC) Tariff No. 3 is the access service tariff issued by 16 of Idaho s rural incumbent local exchange carriers (ILECs), cooperative and mutual telephone companies. The lREC tariff provides terms and conditions and rates for special access services or those services that are switched or have special access to the networks of interexchange carriers for the purpose of originating or terminating interexchange communications. On March 12, 2008, Fremont Telcom Co. dba FairPoint Communications (FairPoint) filed, for Commission approval, Tariff Advice Letter No. ID-08-0l. In this filing, FairPoint establishes DS 1 (1.544 Mbps) and DS3 (44.736 Mbps) option rate plan term discounts similar to its interstate services offered under the FCC Tariff No. 5. FairPoint proposes to offer DSI and DS3 customers a 10% and 20% optional rate plan term discount for 36 months and 60 months respectively. FairPoint states that the filing will not increase any rates or charges, cause the withdrawal of service or conflict with other tariff sections. The Company requests an effective date of April 11 , 2008. ST AFF REVIEW Staff has reviewed the filing and recommends approval.
