NO. 28 TO REFLECT PROVISIONS OF SCHEDULE 91, ENERGY EFFICIENCY RIDER ADJUSTMENT. On February 15 2008, Avista Corporation proposed changes to its TariffI.P.C. No. 28 to incorporate provisions of Schedule 91 - Energy Efficiency Rider Adjustment. Specifically, the Company requested revisions of Sheet No. 12 relating to Schedule 12 - Residential and Farm General Service, Sheet No. 22 relating to Schedule 22 - Residential and Farm Large General Service, Sheet No 32 relating to Schedule 32 - Residential and Farm Pumping Service, and Sheet No. 48 relating to Schedule 48 - Residential and Farm Area Lighting. The proposed changes are general housekeeping measures to make corrections in the above noted tariff schedules, which are also subject to Schedule 91 - Energy Efficiency Tariff Rider Adjustment. The Commission previously approved the Company s Schedule 91 - Energy Efficiency Rider Adjustment, which was effective on September 9 2004. This rate adjustment is designed to recover costs incurred by the Company associated with providing energy efficiency services and programs to customers. Various Company schedules are affected by this rate adjustment including Schedule Nos. 12 32 and 48. However, shortly after the effective date of Schedule , the Company missed changing the language of the said schedules to reflect the energy efficiency rate adjustment. This housekeeping change incorporates this rate adjustment. After initial review by Commission Staff and discussions with A vista to address related issues concerning the filing, the Company resubmitted a revised filing for the proposed changes to Sheet Nos. 12 32 and 48. The Company s filing is included as Attachment A. DECISION MEMORANDUM MARCH 6, 2008 RECOMMENDATION Staff agrees with the proposed changes.
