SUBJECT: APPLICATION OF BLC MANAGEMENT LLC DBA ANGLES
COMMUNICATION SOLUTIONS FOR DESIGNATION AS AN
ELIGIBLE TELECOMMUNICATIONS CARRIER; CASE NO. BLC-T-09-
01
On March 29, 2009, BLC Management LLC dba Angles Communication Solution
(“BLC” or “Company”) filed an Application, pursuant to Section 214(e)(2) of Communications
Act of 1934, Sections 54.101 through 54.207 of the Rules of the Federal Communications
Commission (“FCC”) and the rules and regulations of the Idaho Public Utilities Commission, for
designation as an Eligible Telecommunications Carrier (“ETC”) for the purpose of receiving
federal universal service support. Application at 1.
THE APPLICATION
BLC is a Tennessee corporation and is authorized to conduct business as a foreign
limited liability company in the State of Idaho. Id. at 2. The Company is authorized to provide
resold competitive local exchange service throughout Idaho and “will provide local exchange
and exchange access services . . . using a combination of resale and unbundled network
elements, or unbundled network equivalents. . . .” Id. BLC seeks authority to operate as an
ETC throughout the Qwest Corporation service territory. Id. at 1.
The Application contains certain information related to BLC’s voice grade access
service, local usage plan, dual tone multi-frequency signaling, dedicated message paths,
emergency services, operator services, interexchange (long distance) services, directory
assistance and toll limitation for qualifying low-income consumers. Id. at 5. Upon ETC

certification, BLC will participate in, and offer LifeLine and Link-Up programs to qualifying
low-income consumers. Id. at 7. BLC has received ETC designation in the following states:
Alabama, Illinois, Kentucky, Louisiana, North Carolina, New York and Texas. Id. at 11.
STAFF RECOMMENDATION
Staff has reviewed BLC’s Application and recommends that it be processed through
Modified Procedure with a 21-day comment period.
COMMISSION DECISION
Does the Commission wish to process BLC’s Application for ETC designation
through Modified Procedure with a corresponding 21-day comment period?
