COMES NOW the Staff of the Idaho Public Utilties Commission, by and through its
Attorney of record, Neil Price, Deputy Attorney General, and in response to the Notice of
Application and Notice of Modified Procedure in Order No. 30626 issued on August 20, 2008,
submits the following comments.
BACKGROUND
On July 1, 2008, BLC Management LLC dba Angles Communication Solutions ("BLC"
or "Company") fied an Application for a Certificate of Public Convenience and Necessity
pursuant to Idaho Code §§ 61-526 through 528, IDAPA 31.01.01.111 and Commission Order
No. 26665 to provide local exchange telecommunications services within the State ofIdaho.
BLC wil provide resold and facilities-basedlUE interexchange and local exchange
telecommunications services in all areas in Idaho that are currently being served by incumbent

local exchange carers ("ILECs"). BLC plans to offer these services by purchasing unbundled
network elements provided by ILECs: Qwest North, Qwest South, and Verizon. BLC has no
curent plans to install its own facilities in Idaho but may do so in the future.
BLC's service territory will include all areas within Idaho, except those areas currently
being serviced by local exchange cariers ("LECs") which may be eligible for a small or rural
carier exemption pursuant to Section 251 of the federal Telecom Act of 1996.
STAFF REVIEW
BLC states in its Application that it intends to provide all forms of intrastate local
exchange and interexchange telecommunications services to business and residential customers.
BLC is incorporated in the state of Tennessee and is in good standing under the laws of
that state. The Company is headquartered in Arlington, Tennessee. On April 30, 2008, the
Company obtained authorization to transact business as a foreign limited liability company in
Idaho under the assumed business name of Angles Communications Solutions. BLC also
provided the appropriate contact information for its registered agent for service of process within
Idaho.
With its Application, BLC furnished a Profit and Loss statement for the period ending
December 31, 2007 and a Balance Sheet as of December 31, 2007. An ilustrative tariff was also
included with the Application that demonstrates Company understading of tariff requirements
and processes.
STAFF RECOMMENDATION
Based upon the review of the Company Application, Staff believes BLC understands and
agrees to comply with the Commission Rules of Procedure 111, IDAPA 31.01.01.111, and
Procedural Order No. 26665. Staff believes that the Company possesses the requisite financial,
managerial, and technical qualifications necessary to operate as a telecommunications service
provider. Staff recommends approval of the Application for Certificate of Public Convenience
and Necessity.
