RE: CASE NO. AVC-T-99-2; APPROVAL OF TOLL DIALING PARITY IMPLEMENTATION PLAN BY AVISTA COMMUNICATIONS
On August 5, 1999, Avista Communications of Idaho, Inc. filed an Application for approval of an intrastate intraLATA toll dialing plan. Avista is a competitive local exchange carrier and is authorized to provide service in those areas of the state served by U S WEST Communications, Inc. According to its Application, Avista plans to implement toll dialing parity to enable customers to select competitive intraLATA toll carriers by August 30, 1999.
On August 16, 1999, the Commission issued a Notice of Application and Notice of Modified Procedure to process the Application. During the comment period, written comments were filed only by the Commission Staff. Staff reviewed Avista’s toll dialing parity plan and recommends approval of it as filed.

Should the toll dialing parity implementation plan filed by Avista Communications be approved?
