On August 5, 1999, Avista Communications of Idaho, Inc. (Avista) filed an Application for approval of an intrastate, intraLATA toll dialing parity plan. Avista is a competitive local exchange carrier and is authorized to provide telecommunication services in the areas of the state served by U S WEST Communications, Inc. Avista’s Application states that it planned to implement toll dialing parity to enable customers to select competitive intraLATA toll service providers by August 30, 1999.
On August 16, 1999, the Commission issued a Notice of Application and Notice of Modified Procedure. During the comment period established by the Notice, written comments were filed only by the Commission Staff. The Staff recommended approval of Avista’s toll dialing parity plan.
Avista’s dialing parity plan was filed pursuant to an Order issued by the Federal Communications Commission, Order No. FCC 99-54, which required all local exchange carriers to submit dialing parity plans for approval by their state commission. Based on the record in this case and our review of Avista’s plan, we find that Avista’s toll dialing parity implementation plan, which should already be implemented, satisfies the requirements of the FCC for intraLATA dialing parity plans and should be approved.

IT IS HEREBY ORDERED that the intrastate, intraLATA dialing parity plan filed by Avista Communications of Idaho, Inc. is approved.

Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61-626.
