FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL EXCHANGE TELECOMMUNICATIONS SERVICES. ) ) ) ) ) ) ) ) CASE NO. AVC-T-99-1 ORDER NO. 28238 On August 4, 1999, Avista Communications of Idaho, Inc. filed a request to amend its Certificate of Public Convenience and Necessity. Avista currently is authorized to provide local telecommunication services in the areas of the state served by U S WEST Communications, Inc. Avista’s Application seeks to amend its Certificate to expand its service area to include the areas of the state served by GTE Northwest and Citizens Telecommunications. On October 13, 1999, the Commission issued a Notice of Application and Notice of Modified Procedure to process the Application. During the comment period, written comments were filed only by the Commission Staff. Staff recommends approval of Avista’s Application. Based on our review of the record in this case, including the recommendation of Staff, we find that Avista’s Application to amend its Certificate to increase its authorized service area should be approved. We therefore approve Avista’s Application to expand its service area to include the areas of the state served by GTE Northwest and Citizens Telecommunications. O R D E R IT IS HEREBY ORDERED that the amendment to Avista Communications of Idaho, Inc. for its Certificate of Public Convenience and Necessity is hereby approved. Avista is hereby authorized to provide local telecommunication services in the areas of the state served by GTE Northwest and Citizens Telecommunications. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61-626.
