On April 22, 1999, AT&T Communications of the Mountain States (AT&T) filed an Application for approval of an intrastate, intraLATA toll dialing parity plan. AT&T’s plan is identified as a Digital Link Service Dialing Parity Implementation Plan and is proposed to provide intraLATA toll dialing parity within Idaho for customers subscribing to AT&T’s digital link service.
On April 23, 1999, the Commission issued a Notice of Application, Notice of Settlement Conference and Notice of Modified Procedure. The Notice provided a 25-day period in which written comments could be filed, and established a settlement conference for Friday, May 28, 1999 to resolve issues identified in written comments. The settlement conference subsequently was rescheduled by Notice to Wednesday, May 26, 1999. During the comment period provided in the Notice, written comments were filed only by the Commission Staff and U S WEST Communications, Inc. (U S WEST).
The Staff in its written comments reviewed the different provisions of AT&T’s implementation plan and recommended that the Commission approve the plan as presented. U S WEST comments addressed four issues, but focused primarily on the Notice AT&T proposed to send to its customers.
The settlement conference in this case convened on May 26, 1999, at 11:00 a.m. During a discussion by the parties, U S WEST and AT&T were able to agree on changes to AT&T’s customer notification. The revised notification was placed on the record and approved at the settlement conference by the Commission. Accordingly, the issues raised by U S WEST in regard to AT&T’s customer notification have been resolved.
AT&T’s intraLATA dialing parity plan was filed pursuant to an Order issued by the Federal Communications Commission, Order No. FCC 99-54, which required all local exchange carriers that had not yet filed dialing parity plans to submit an implementation plan to their state commission by April 22, 1999. Under the FCC’s order, state commission’s have only until June 22, 1999, to review and approve the plans, and the carrier must then implement dialing parity within 30 days of the state commission’s approval.
Based on the record in this case and our review of AT&T’s plan, we find that AT&T’s Digital Link Service Dialing Parity Implementation Plan satisfies the requirements of the FCC for implementing intraLATA dialing parity and should be approved. We appreciate the efforts of U S WEST and AT&T, as well as the Commission Staff, to resolve issues during the settlement conference.

O R D E R
IT IS HEREBY ORDERED that the Digital Link Service Dialing Parity Implementation Plan filed by AT&T Communications of the Mountain States, Inc. is approved. AT&T should proceed to implement all provisions of the plan by 30 days from the date of this Order.

Any person interested in this Order (or in issues finally decided by this Order) or in interlocutory Orders previously issued in this Case No. ATTT991 may petition for reconsideration within twenty-one (21) days of the service date of this Order with regard to any matter decided in this order or in interlocutory Orders previously issued in this Case No. ATT-T-99-1. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61-626.
