RE:IDAHO POWER TARIFF ADVICE INTRODUCING AN "ENERGY
ONLY" OPTION FOR STREETLIGHTING; ADVICE NO. 07-
On October 23 2007 Idaho Power submitted a tariff advice adding an "energy only
option to its street lighting services. This service would be available only to customers with
customer-owned lighting systems that are metered to record electricity usage. The proposed
charges for this service are the same as those currently in the tariff for customer owned street
lighting metered service. The tariff advice also includes other changes to text that reorganize and
clarify options, but do not reflect changes to the Company s existing policies or practices.
STAFF ANALYSIS AND RECOMMENDATION
The Company indicates that this filing is in response to customer interest in an energy
only option, and also claims that inquiries for the option increased after the Commission
approved a similar service option for Rocky Mountain Power in Order No. 30336. The City of
Boise submitted comments in support of the Company s proposal. Staff believes the addition of
this energy only option will increase the incentives for customers to manage the operation of
lighting to conserve energy usage. Staff finds the proposed pricing to be consistent with current
pricing for similar services and appropriate for this new service. Staff reviewed the other
changes to the text of the tariff and agrees that they increase the clarity of the tariff and do not
reflect a change in current terms and conditions. Staff recommends the Commission approve the
Company s tariff advice.
