SECTION 1 - DEFINITION OF TERMS
ACCESS LINE: A transmission path that connects a customer premises to the Carrier s facilities.
CARRIER OR COMPANY: American Tel Group, Inc. unless specifically stated otherwise.
COLLECT CALL: A payment arrangement whereby the called Station accepts billing for the call
placed over the concurring carrier s service.
CONCURRING CARRIER: carrier subject to the Operator Service Act which concurs in and
assents to the regulations contained in the Act and the rates, terms and conditions contained herein.
CONVERSATION MINUTES: For billing purposes calls are billed on conversation minutes and
begin when called party answers and ends when the calling party hangs up.
CUSTOMER: The person, company, firm, cooperation or other entity which orders or uses service
and is responsible for the payment of charges and compliance with tariff regulations. Residential
Customers are those that subscribe to Carrier s service from their home. Business Customers are
those that subscribe to Carrier s service fl.-om their office.
LOCAL EXCHANGE SERVICE ACCESS LINE: A common line that connects a customer
premises to the Company s facilities via the local exchange company public switched network.
OPERATOR STATION: A service arrangement, other than person-to-person, which requires the
assistance of the concurring carrier s operator to complete the call.
PERSON- TO-PERSON: A service arrangement where the caller specifies the concurring carrier
operator a particular person, department, mobile station, extension or office to be reached.
PREMISES: The space designated by the customer as his residence or place of business for
termination of the Carrier s service.

RECOGNIZED HOLIDAYS: New Years Day (January 1), Independence Day (July 4), Labor Day,
Thanksgiving Day and Christmas Day (December 25).
THIRD PARTY BILLING: A payment arrangement which allows the end user to assign billing to
a telephone number which is different from the calling or called telephone number.
SECTION 2 - RULES AND REGULATIONS
A. Description of Service
( a) Carrier is a resale common carrier providing intrastate interLA T A and intraLA T A
communications services to Idaho customers. Service is available on a full time basis, twenty four
hours a day, seven days a week.
B. Service Availability
(a) The Company offers service to all those who desire to purchase service from the
Company consistent with all provisions of this tariff. Customers or subscribers interested in the
Company s services shall file a service application with the Company which fully identifies the
customer and identifies the services requested.
(b) Service is offered subject to the Company s ability to technically provide the
service requested and subject to the availability of the necessary facilities and/or equipment.

C. Nonrecurring Charges
a) Service is provided and billed on a monthly (30 day) basis. Long distance charges
are billed monthly in arrears. Recurring monthly charges are billed in advance.
b) Bills are payable and due upon receipt. Interest at a rate of 105 percent per month
will be charged on any amount unpaid after twenty-five (25) days from rendition of billing.
c) The security of the customer s authorization codes is the responsibility of the
customer. All calls placed will be billed to and must be paid by the customer.
(d) Customer, subscriber or end user will be billed and is responsible for payment
of applicable local, state and federal taxes assessed conjunction with the services used.
(e) The Company reserves the right to examine the credit record of all service
applicants and require a service deposit when determined to be necessary to assure future payment.
Security Deposits required will be equal to not more than 2 months estimated usage as computed by
the Company and will in all respects be consistent with Commission regulationso
(f) Customers shall be liable to the Company for all costs of collection.
Do Billing Disputes
(a) Billing disputes shall be processed by the Company or its billing agent(s)
consistent with Commission regulationso
(b) Customers unsatisfied with the Company s handling of a dispute may contact the
Commission s Bureau of Consumer Services.

E. Cancellation or Termination of Service.
(a) The Customer may cancel service upon written notice to the Company.
(b) The Company may terminate service to a customer or subscriber for nonpayment
of undisputed charges or other violation of this tariff or provision of law upon 10 days written notice
to the customer without incurring any liability for damages due to loss of telephone service to the
subscriber.
F. Liability and Interconnections
(a) The Company is not liable for any act or omission of any other entity furnishing
a portion of the service or any acts or omissions of the customer.
(b) Service furnished by the Company may be interconnected with the services or
facilities of other carriers or private systems. However, service furnished is provided solely by the
Company and is not a joint undertaking with other parties.

Service Offerings
(1)Infinity Switched Outbound: Infinity is available from all Equal Access
areas. The calls originate in equal access areas and are terminated via normal
shared facilities belonging to MCI.
(2)Infinity Switched 800: An inward calling service designed for small to
medium sized businesses which allows calls from normal shared-use
facilities, belonging to MCI , in selected areas to be terminated via local
exchange lines at the Subscriber s location without a charge to the caller.
(3)Infinity Dedicated 800: An inward calling service designed for small to
medium sized businesses which allows calls from normal shared-use
facilities, belonging to MCI, in selected areas to be terminated via special
access from the nearest MCI point of presence to the Subscriber s location
without a charge to the caller.
(4)Infinity Dedicated Outbound: Infinity is available from all Equal Access
areas 0 The calls originate via special access to the nearest MCI point of
presence and are terminated via normal shared facilities belonging to MCI.
(5)PRO PLUS Switched Inbound: Pro Plus is available from all Equal Access
Areas. The calls originate in equal access areas and are terminated via
normal shared facilities of Sprint.
(6)PRO PLUS Switched Outbound: Pro Plus is available from all Equal
Access Areaso The calls originate in equal access areas and are terminated
via normal shared facilities of Sprint.

PRO PLUS Dedicated Outbound: PRO PLUS is available from all Equal
Access areas. The calls originate via special access to the nearest Sprint point
of presence and are terminated via normal shared facilitieso
PRO PLUS Dedicated 800: An inward calling service designed for small
to medium businesses which allows calls from normal shared-use facilities
of Sprint in selected service areas to be terminated via local exchange lines
at the Subscriber s location without charge to the caller.
LEC-COM Services: are available from all Equal Access areas. The calls
originate in equal access areas and are terminated via normal shared facilities
belonging to MCI. Customers receive a single bill for local and long distance
services. The bill is issued by the Local Exchange Carrier, but reflects the
fact that American Tel Group, Inc. is the long distance service provider.
Travel Card Services: is available via 800 access to American Tel Group,
Inc. The caller is prompted for the calling card number and, upon successful
validation of such number, allowed to dial intrastate, interstate and
international numbers for terminationo All calls receive a per call surcharge
as set forth below. This service is also available to LEC-COM customers.
Charges for the Calling Card Services will appear on the unified local and
interexchange carrier bill.

Prepaid Calling Card Service: is a long distance calling card service under
which Users purchase cards in predetermined amounts for long distance
usageo Two types of prepaid debit travel cards are offered: rechargeable or
disposableo With rechargeable cards, Customers can increase the balance on
the card by contacting American Tel Group. Disposable cards are not
rechargeable. The service is accessed through a toll-free number. As Users
access the service, their usage and required taxes are automatically
decrimented from the remaining card balance. Calling card calls are billed
in one minute initial and one minute additional increments. American Tel
Group provides three types of Prepaid Calling Cards. The Prestige Card
allows Customer to select the illustration or appearance of the card. Value
Cards allow the Customer to place an advertisement on the Cardo A TG Cards
do not contain any Customer specific information.
Operator Service: is offered for the placement of certain calls that require
assistanceo Operator Service means any intrastate telecommunications
service initiated by a Customer location that includes as a component any
automatic or live assistance to a consumer to arrange for billing completion
or both on an intrastate telephone call through any method other than
automatic completion with billing to the telephone from which the call
originated or completed through an access code used by the consumer with
the billing to an account previously established with the telecommunications
service provided by the consumer.
