YOU ARE HEREBY NOTIFIED that on May 25,2012,Allied Wireless
Communications Corporation dba Ailtel Wireless (“Allied”or “Company”)filed an Application,
pursuant to Section 214(e)(2)of the Telecommunications Act of 1934,for conditional
designation as an eligible telecommunications carrier (“ETC”)in all areas in Idaho where Allied
is licensed by the Federal Communications Commission (“FCC”]to provide commercial mobile
radio services (“CMRS”)and where it is not presently designated as an ETC.
YOU ARE FURTHER NOTIFIED that Allied was previously designated by the
Commission as an ETC in Idaho on N arch 22,2011.
YOU ARE FURTHER NOTIFIED that Allied is a commercial mobile radio services
(“CMRS”)carrier licensed by the FCC to provide service in various locations in Idaho.
YOU ARE FURTHER NOTIFIED that Allied is a wholly owned subsidiary of
Atlantic Tele-Network,Inc.(“ATNI”)a publicly-traded corporation headquartered in Beverly,
Massachusetts.
YOU ARE FURTHER NOTIFIED that Allied’s Application explains that in
November 2011 the FCC created the Mobility Fund,part of the Connect America Fund,in an
effort to comprehensively reform the universal service system.The Mobility Fund will provide
up to $300 million to accelerate the deployment of next generation 3G or better networks for
mobile voice and broadband services in unserved areas.Phase I Auction funds will be disbursed
to ETCs through a reverse auction that will be held on September 27,2012.Allied states that
conditional ETC designation in all the census blocks for which it will submit a bid is a
prerequisite for bidding in the FCC Auction.

YOU ARE FURTHER NOTIFIED that Allied believes that,as a licensed CMRS
provider currently operating in the designated unserved census blocks in Idaho,the Company is
capable of providing the benefit of the Phase I Auction to rural unserved areas of Idaho.
YOU ARE FURTHER NOTIFIED that Allied requests that any ETC designation
granted pursuant to its Application remain effective if or to the extent that the Company is a
successful bidder in the aforementioned FCC Auction.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules
of Procedure,IDAPA 3 1.01.01.201 through .204.The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
fourteen (14)days from the service date of this Notice.The comment must contain a statement
of reasons supporting the comment.Persons desiring a hearing must specifically request a
hearing in their written comments.Written comments concerning this Application shall be
mailed to the Commission and the Applicant at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the time limit set,the Commission will consider this matter on its merits and
enter its Order without a formal hearing.If written comments are received within the time limit
set,the Commission will consider them and,in its discretion,may set the same for formal
hearing.
YOU ARE FURTHER NOTIFIED that the Application has been filed with the
Commission and is available for public inspection during regular business hours at the
Commission offices.The Application is also available on the Commission’s web site at
www.puc.idaho.gov by clicking on “File Room”and then “Telephone Cases.”
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 62 of the Idaho Code and specifically
Idaho Code §62-61 OD.The Commission may enter any final Order consistent with its authority
under Title 62.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that this Application will be processed under Modified
Procedure.Persons interested in submitting written comments regarding this case or protesting
the use of Modified Procedure should do so no later than 14 days from the service date of this
Order.
