AUTHORIZING THE MERGER OF THE TWOCOMPANIES SECOND AMENDED
CERTIFICATE NO. 257
IT IS HEREBY CERTIFIED that this Second Amended Certificate of Public
Convenience and Necessity, Certificate No. 257, is issued to Albion Telephone Company, Inc.
its successors and assigns, to own, hold, construct or otherwise acquire, maintain and operate
facilities for telephone service to the inhabitants of the area set forth and described in Certificate
No. 257 and the amendments to such Certificate made a part of the Certificate by reference. This
amendment is issued to Albion s Certificate No. 257, as previously amended, to authorize Albion
to provide telecommunications services, including basic exchange services, within parts of the
State of Idaho, as described in Appendix A, attached and made part of the Certificate by
reference. The Commission approved this amendment to Albion s Certificate No. 257 by Order
Nos. 26353 , 27670 and 27922 issued March 5, 1996, August 10, 1998, and February 24, 1999, in
Case Nos. ALB-94-1/USW-94-, ALB-98-, and ALB-98-, respectively.
This Certificate is predicated upon and is issued pursuant to the findings of the
Commission in Order Nos. 7289, 9722 and Order Nos. 26353 , 27670 and 27922, issued March 5
1996, August 10, 1998, and February 24, 1999, respectively.
