SUBJECT:CASE NO. PAC-07-05; STAFF RECOMMENDATION FOR PUBLIC
HEARINGS FOLLOWING THE TECHNICAL HEARING ON
NOVEMBER 6-8, 2007
On June 8, 2007, PacifiCorp dba Rocky Mountain Power (Company) filed an
Application with the Idaho Public Utilities Commission (Commission) for authority to increase
the Company s base rates for electric service by $18.5 million annually, or 10.3%.
On June 29, 2007, the Commission issued a Notice of Application and Intervention
Deadline in the above-mentioned case.Parties requesting and granted intervention were:
Monsanto Company, Idaho Irrigation Pumpers Association, Inc., Agrium, Inc., Community
Action Partnership Association of Idaho and Timothy J. Shurtz.
On August 2, 2007, the Commission issued an Order setting the matter for a
technical hearing on November 6-, 2007. Subsequently, the Commission issued a Notice of
Public Workshops to be held on September 4-, 2007 in Rexburg, Idaho and Soda Springs
Idaho.
STAFF RECOMMENDATION
Staff believes that public testimony would be beneficial in assisting the Commission
in its duty to assess the Company s current request to increase its base rates for electric service.
Therefore, Staff recommends that the Commission approve the scheduling of public hearings in
eastern Idaho for the purpose of receiving public comment. Staff further recommends that the
public hearings be scheduled during the week of November 19-2007.
