PETITIONS TO CLARIFY RULES REGARDING PUBLISHED RATE
ELIGIBILITY - (DISAGGREGATION)
Avista and PacifiCorp recommend that the rules for published rate eligibility for
qualifying small power production facilities (QFs) under the Public Utility Regulatory Policies
Act of 1978 (PURP A) be revised to preclude disaggregation. The utilities request the same
change in rules proposed by Idaho Power in Case No. IPC-07-04.
The arguments for and against the proposed disaggregation rule are set out in Staff s
April 19, 2007, Case No. IPC-07-04 Decision Memorandum.
