PROVIDE LOCAL EXCHANGE
TELECOMMUNICATIONS SERVICES.

On January 8, 2004, ACN Communication Services, Inc. (ACN; Company) filed an
Application for a Certificate of Public Convenience and Necessity to provide facilities-based and
resold competitive local exchange and interexchange services within the State of Idaho. ACN is
incorporated in the State of Michigan with headquarters located in Farmington Hills, Michigan.
The Company has filed copies of its Certificate of Authority issued by the Idaho Secretary of
State. On February 19, 2004, the Commission issued a Notice of Application and Notice of
Modified Procedure to process ACN's Application. No comments were received other than
those submitted by Commission Staff.
Staff reviewed the information provided by ACN in its Application and believes it
satisfies the requirements of the Commission s Rules of Procedure 111 , IDAPA 31.01.01.111
and Procedural Order No. 26665 issued November 7, 1996, which sets out the necessary
information to be included with an application for a certificate. The Application stated that ACN
intends to provide basic resold and facilities-based local exchange services to both residential
and business customers throughout Idaho. The Company would initially provide services
primarily by unbundled network element platform (UNE-P) purchased through interconnection
agreements with incumbent local exchange carriers. ACN stated it would begin offering local
services immediately upon certification and approval of an interconnection agreement by the
Commission.
ACN is a telecommunications company that has been providing long-distance
services nationwide, including in Idaho, and will include local exchange service and selected
customer calling features. The Company also ensures customer access to emergency services
such as 911/E911 , operator services and directory assistance. Staff stated the Company has the
technical, managerial and financial strength to provide the services identified in the Application.

ACN stated in its Application that it has reviewed all Commission rules and agrees
to comply with those rules. ACN also provided an illustrative tariff that demonstrates its
understanding of the tariff requirements and processes.
The Commission finds that ACN has satisfied all the requirements of the
Commission s Rules and Procedural Order No. 26665 setting forth the requirements for an
application for a Certificate of Public Convenience and Necessity. The Commission therefore
approves the Application of ACN Communication Services, Inc.
ORDER
IT IS HEREBY ORDERED that the Application of ACN Communication Services
Inc. for a Certificate of Public Convenience and Necessity is granted to enable the Company to
provide basic local exchange service with the State of Idaho.
