(2)The Intervenor is a party with United Water Idaho, Inc., to the Special Facilities
Agreement which has been presented to the Commission for review and approval in this case. In
addition, United Water Idaho, Inc.s request to amend and revise its Certificate of Public
Convenience and Necessity involves and impacts Avimor, LLC's interests directly.

(3)As a result, this Intervenor has a direct and substantial interest in this proceeding
and intends to participate in all respects herein as a party as may be required to represent its
interests. Intervenor s participation will also not unduly broaden the issues in this proceeding.
(4)Without the opportunity to intervene herein, this Intervenor would be without a
manner or means of participating in the lawful determination of issues which are raised in this
case, particularly those raised by the Commission Staff in its Comments concerning the
Agreement and United Water Idaho, Inc.' s request to amend and revise its Certificate of Public
Convenience and Necessity.
WHEREFORE, this Intervenor requests that this Commission confirm this Intervenor
leave to intervene in these proceedings and to appear and participate in all matters as may be
necessary and appropriate; and to present evidence, call and examine witnesses, cross-examine
witnesses, present argument, and to otherwise fully participate in the proceedings.
