Scott L. Campbell, on behalf of Boise Residents Against Commercial
Exploitation, Inc. ("BRACE"), hereby files this Petition to Intervene in the above captioned
matter. BRACE is an Idaho non-profit corporation formed to protect its members from United
Water Idaho , Inc.' s umeasonable rate increases. United Water Idaho, Inc. is not entitled to the
requested rate increase. Instead, the Idaho Public Utilities Commission should decrease the rates
for water service charged by United Water Idaho, Inc. to its customers within its service area.

BRACE desires to intervene in this proceeding for the purpose of presenting
evidence and cross-examining witnesses at any hearing in this matter.
