COMES NOW, Sharon Ullman ("Petitioner ), before the Idaho Public Utilities
Commission ("Commission ) and pursuant to the Commission s Rules of Procedure
IDAP A 31.01.01.072-073 , requests the Commission grant this Petition to Intervene in
these proceedings and thereby authorize Petitioner to appear and participate as a party
in the above-captioned rate case for the purpose of seeking documents, presenting
witnesses, evidence, and argument, and cross-examining witnesses at hearing, as
necessary.
IN SUPPORT OF THIS PETITION TO INTERVENE, Petitioner presents the
following:
As a United Water Idaho Inc. ("UWI" or "the Company ) Ratepayer
Petitioner has a direct and substantial interest in the proceeding;

Petitioner has been an intervener in previous UWI rate cases during the
1990's and therefore has relevant historical knowledge regarding the
Company s rates and rate structure;
Petitioner has broad knowledge of various related and relevant
community issues, such as growth and ad valorem taxes, that has proven
to have a direct and positive impact for the Company s Ratepayers in
prior UWI rate cases;
Granting this Petition will not unduly broaden the issues in this case.
WHEREFORE, Petitioner requests the Commission grant this Petition to
Intervene in these proceedings to authorize Petitioner to appear and participate in all
matters as might be necessary and appropriate.
