Scott L. Campbell, in his individual capacity and on behalf the class of all
residential rate payers of United Water Idaho, Inc., hereby files this Petition to Intervene in the
above captioned matter. Mr. Campbell is a rate payer of United Water Idaho, Inc., receives
water service for the payment of charges and rates to United Water Idaho, Inc., and resides
within the Boise city limits. United Water Idaho, Inc. is not entitled to the requested rate
increase. Instead, the Idaho Public Utilities Commission should decrease the rates for water
service charged by United Water Idaho, Inc. to its customers within its service area.

Mr. Campbell desires to intervene in this proceeding for the purpose of presenting
evidence and cross-examining witnesses at any hearing in this matter.
