PETITION TO INTERVENE
Pursuant to Idaho Public Utilities Commission Rules of Procedure 53 and
through 73 , and Commission Order No. 29654, Idaho Rivers United ("IRU") hereby
seeks intervention in the above-captioned matter. As discussed below, IRU has a direct
and substantial interest in these proceedings, and therefore should be granted
intervention.
IRU is a non-profit organization with approximately 2800 members, most of
whom reside in the State of Idaho. IRU's mission is to protect Idaho s rivers and
advocate for the conservation of Idaho s water resources. IRU's street address is: 2600
Rose Hill, Suite 207, Boise, Idaho 83705.
IRU has numerous members who reside in United Water Idaho s service territory
and are customers of United Water; most of those members are within United Water
Residential class of customers. IRU has a direct and substantial interest in this

proceeding because United Water s requested rates and charges will adversely the
interests oflRU's members in ensuring United Water provides efficient services at the
lowest possible costs; and in ensuring that customers have viable options to conserve
water and take shelter from the requested rate increases in this case.
IRU seeks intervention in order to fully participate in this matter as a party and
otherwise to present such materials as may be relevant to the Commission s decision( s) in
this matter. IRU intends to seek intervenor funding pursuant to RP 161 through 165.
