MAIN INSTALLATION AGREEMENT AND
REQUEST FOR MODIFIED PROCEDURE
Veolia Water Idaho, Inc. (“Veolia” or “Company”) seeks the Idaho Public Utilities
Commission’s (“Commission”)
(“Agreement”) between Veolia and Ada County (the “County”) (collectively, “Parties”).
BACKGROUND
Following the passage of the American Rescue Plan Act (“ARPA”), the County

3. Veolia is a regulated public utility that provides service to customers within Ada
County.
4. The residences in southern Ada County that lack adequate water service are located
within Veolia’s certificated service area, and close to components of Veolia’s public water system.
5. In February 2023, the Parties entered into the Agreement, which is attached as
Attachment 1 and described in more detail below.
6. Upon approval by the Commission, the Parties intend to use ARPA funds to
install water main extensions that will facilitate the connection of certain Ada County residences
to Veolia’s public water utility system.
7. Veolia now respectfully requests that the Commission approve the Water Main
Installation Agreement.
THE WATER MAIN INSTALLATION AGREEMENT
8. Under the Agreement, Veolia will competitively solicit bids for constructing the
water main extensions.
9. Veolia will submit a proposal that includes the competitive bids for the
completion of the construction to the County.
10. As set forth in the Agreement, the County will pay Veolia for the construction of
the water main extensions. Existing ratepayers will not bear this cost.
11. Upon completion of the water main extensions, the residents will be able to
connect to Veolia’s system, under the same conditions, and subject to the same rates, charges,
and rules as other Veolia customers.
12. Veolia will solely own the infrastructure. Upon completion, Veolia will treat the
infrastructure as Contribution in Aid of Construction (“CIAC”).

13. The Agreement is contingent upon approval of the Commission.
REQUEST FOR APPROVAL
14. Approval of the Agreement will allow the use of federal funds to extend water
service to Ada County residents who currently lack an adequate supply of drinking water. This
provides a benefit to the community, and to the public at large.
15. The Agreement protects existing ratepayers: Ada County, using federal funds,
will pay for all pipeline infrastructure and associated costs; that infrastructure will be donated to
Veolia and offset by CIAC; and the persons to be served by the new infrastructure are able to
become new customers of Veolia under the same terms, conditions, rates, and rules as other
Veolia customers.
16. For these reasons, Veolia respectfully submits that the Agreement is in the public
interest, and that approval of the Agreement is fair, just, and reasonable.
REQUEST FOR MODIFIED PROCEDURE
17. Veolia does not believe that the public interest requires a hearing on the issues
presented by this Application and requests that the matter be processed by Modified Procedure
under IDAPA 31.01.01.201.
PRAYER FOR RELIEF
Based on the information presented in this Application, Veolia respectfully requests that
the Commission enter an Order:
1. Processing the Application by modified procedure;
2. Approving the Agreement, and Veolia’s performance under the Agreement; and
3. Granting any other relief that is appropriate, just, and reasonable.
