Comment: "We are strongly opposed to such a large rate increase for a necessary commodity, for which
there is no compe��on. We believe that much of this increase is for the upgrades needed for the Eagle
water system. News stories at the �me of Eagle’s water system sale indicated that system had been
neglected and needed $8.5 million in repairs. Also, Eagle’s water system users were paying a very low
rate, half of Boise’s. The Veolia purchase from Suez indicates that Eagle users’ rates are going up at just
8.3%. Eagle is an affluent area and should be paying the full cost of the water system upgrades needed
in Eagle. "

RE: Case VEO-W-22-02 Dear IPUC, As a long-time water-user in Eagle, Idaho, I wish to state my opposition to Veolia’s current request for a RATE HIKE.
For many years, the Eagle Water Company (EWC) provided me and my neighbors with pristine
drinking water at an average cost of $10 /month. Since Suez (now Veolia) was improperly
allowed (our Mayor and Council arbitrarily ignored the majority public input) to purchase the EWC water rights and operations, I initially saw my monthly water bill increase by 250 PERCENT and then finally settle down to an average of $15/month, for a now-stable rate increase of 50 PERCENT over what I used to pay since 2012. On top of this 50 PERCENT
MINIMUM rate increase, Veolia is requesting that Eagle residents buy insurance to pay for any
damages to the piping from the curb to their houses, as Veolia is apparently anticipating such damage when they begin “testing” their piping system, where the residential section of piping may fail.
BOTTOM LINE – Eagle residents have already experienced a lessened water quality (from
chlorination of our pristine well water) and a MINIMUM 50 PERCENT increase to our now-stable water bills! ENOUGH IS ENOUGH! Please deny Veolia the right to FURTHER INCREASE the cost of our once-pristine, reasonably-priced drinking water here in once-pristine Eagle, Idaho!

Comment: "Dear PUC, The 24% increase that Veolia is reques�ng is not only unreasonable but
outrageous. This new owner of Suez Water Company came to Boise, and immediately spent millions of
dollars "upgrading" all their service vehicles, etc. Perhaps a more prudent use of funds would have been
to SLOWLY upgrade their opera�onal equipment over the next 10 years and not overnight. Now their
atempt to pass on this expense through recapture of massively increased rates to the consumers is litle
more than hold up. Period. Please allow them something in the 2-4% increase range, as a show of good
faith, but 24%, heck no. How in the world are homeowners and renters supposed to afford that kind of
