First, such a large increase is not justified given the information Veolia has provided about how the money will be invested in the system. Second, legacy customers of Veolia's system should not be responsible for financing Veolia's acquisition of Eagle's system. Third, it appears that this 24% fee increase will simply result in increased profits for Veolia. This is not how a "public utility" is supposed to work. We can not continue to let private foreign companies buy public assets and then turn around and charge the public higher fees just to increase their profits. That being said: A 24.1% single increase to water rates is excessive by anyone's measure. I find it hard to believe that a ~15 billion dollar company did not recognize the improvements necessary on the Boise area system prior to the acquisition from Suez and price it in accordingly. Are gone the days of a private company issuing bonds to pay for capital improvements and making slight rate increase requests to service such debt? Should Idahoans brace for a permanent 24% increase in Trash Service? Electrical Service? Natural Gas Service? If Veolia did not do their due diligence on the situation of the Boise area water system, I give them my condolences but the people should not be asked to shoulder the costs of it. I ask the commission to severely curtail the rate request to something inline with inflation(at worst) and perhaps direct Veolia to a good local bank to finance the rest. This is an incredibly large increase in the wake of their acquisition of Suez. Veolia has added no value to consumers in exchange for this increase. Please do not grant this increase. Veolia did not bill for service until March 2022. Any improvements were made by its predecessor, Suez. Veolia could not have made the improvements to which they claim in the short time they have held the water company serving Boise and Eagle. Veolia, a multi-national for profit corporation with stockholders to pay dividends, is misleading its customers and the Idaho PUC in order to expand profits greatly and pay increased dividends to stockholders. Suez previously was granted a rate increase in its last rate case. Veolia is inflating its expenses since it acquired Suez. The PUC should demand Veolia's financials only for the area serving local customers. I will submit further Comments after I further review Veolia's public SEC financials and required filings."
