make such an outlandish request. Veolia is an international, publicy traded, for profit utility corporation. A 24.1% rate increase will only be good for management and shareholders. "

approves the request in full, customer bills would be adjusted by 24.1% and Companyrevenues would increase by 23.4% or $12.1 million per year." With the listed rate increase
Veolia would see not just an ROI but a $800,000 profit in the first year of rate increase, andseveral million a year past that - with little likely staying in Idaho. The correct answer for
system investments is some type of bond. Rate increases should be solely based on baseoperating costs of current infrastructure, not infrastructure changes or market acquisitions."

price/rate increases. Veolia stated that rates will remain the same. You can see that here: https://www.veolianorthamerica.com/veolia-north-america-and-suez-faq However, only
months after the merger they are asking for a significant rate increase. Veolia wants a rate increase for infrastructure improvements that do not serve Boise. Asking Boise residents to for
improvements to other cities is unacceptable. Further, Boise residents have faced rapid increases in property taxes, rental prices, and high inflation The amount of 24.1% is an
exorbitant amount. Veolia should instead offer a 25% rate decrease to its customers. Further, Veolia offered to improve services following its merger with Suez, yet service has remained
the same. There has been no tangible or realized benefit to Boise residents following this merger. Given Veolia’s massive size and numerous paying customers, I ask that a rate cut of
25% be implemented as a source of relief for Boise residents."

Comment: "I ask that the commission review this request in great detail and consider rejecting
it. I am very concerned about the latest increase proposed by Veolia in a large part because it does not seem to be justified by big capital projects. I cannot make sense of how the company
got to the $70million of improvements that require an increase in what they are already getting. Are there projects missing that would add up to $70 million? I worry that we have not been
provided with enough details that would help me understand where the system needs upgrades. One of the glaring red flags in their summary of their proposal is the passed on cost for the
acquisition of the Eagle Water Company. It is hard for me to understand why the existing customer base should pay for an unrelated business decision. I feel these sorts of costs should
be borne by the shareholders and though the profit that the company makes. This acquisition does not increase my service like a true improvement project would and in fact they are
attempting to increase my costs to support their expansion. If you approve passing on these sorts business strategy costs, you are hurting the existing customers without cleaner water or
improved delivery. I find including these costs alongside infrastructure upgrades to be very misleading from the water company and it increases my concern about the validity of their
claims of “improvement investments” that totaled $70million from the last time they asked for an increase. "

improvement, the customers are expected to pay that back over 5 years from their 12 million dollar revenue increase? That's a rediculous payback period for utility improvements, those

Comment: "I would ask that the Idaho Public Utilities commission please consider thesefactors in the final decision to approve, deny, or modify Veolia’s request to increase their
utility cost by 24.1%. The Idaho population has experienced a significant increase in the costof living, and the continual increases in utilities—water and power and sewage and gas and
trash— is part of that increased cost of living for residents of the Treasure Valley. Twenty-four point one percent is a significant increase and salaries in Idaho are not increasing at
nearly the rate of utility costs or inflation. Presumably, the proposed increase is decided at thecorporate level rather than by the hard-working employees of Veolia here in Idaho.
Assumably, it was also a corporate decision on the part of the Veolia to ask all subscribers intheir service area to cover the cost of improvements to the recently acquired Eagle Water,
improvements Veolia must have had some knowledge of before purchasing Eagle Water.Mostly likely, it was also a corporate decision which made Veolia’s policy to not ask
subscribers to cover new construction, as has been presented to the growing community of drywell owners in the southern part of Boise. Please consider the impact of a 24.1% increase to
all subscribers in Veolia’s service area. The cost of living here in the Treasure Valley shouldbe considered rather than the existing rates of water service in other areas. Thank you for your
time and consideration."
