Why should existing customers subsidize Veolia's acquisition of Eagle Water Company? Meter charges for former Eagle Water Company users are less than half of what other customers pay for the same water service. If Veolia wants to court Eagle customers with the promise of artificially low rates, that should come out of Veolia's pockets, not by increasing rates on existing customers. Eagle is one of the wealthiest zip codes in the valley. They don't need handouts from people who are already paying more while living on less. Furthermore, Veolia claims $70 million in improvements but only $18.9 million in investments are enumerated in Attachment 3. $10.5 million of that is the acquisition of the Eagle Water Company — which is not an"improvement" at all. Expanding into Eagle does nothing to improve water service for Veolia users. That leaves only $8.4 million in improvements that Veolia has made. Where is the other$61.6 million they claim to have spent? If that is the basis for their proposed rate increase, it should be clearly enumerated in the application documents. It is not. As it stands, it seems that Veolia wants to increase rates not for improvements, but to fund their purchase of the Eagle Water Company and to pass along the regular costs of doing business to their customers. Their “major” improvements include about $11.4M on two tanks and a filtration system, an unspecified amount on a truck that if purchased new might be about$250k, and a maintenance technique that is *cheaper* than swabbing or traditional pigging. Regular maintenance is not something to raise prices for. Worse, the $10.5M expenditure to expand their empire should NOT be the responsibility of current customers. This leaves nearly $60M of unjustified expenses already- let alone this most recent attempt to raise rates. The cost of living crisis is already a huge issue in Boise, with skyrocketing mortgage rates and rents 36% higher than in 2020. Hard working Idahoans simply don’t have the money to fund a foreign company that, as noted by Veolia’s French CEO Estelle Brachlianoff in August 2022, has a six-month revenue of €7.8 BILLION. As the Commission in charge of Public Utilities, you are Idaho’s last chance to stop greedy French companies from wiping out the bank accounts of Idahoans. Please reject this rate increase. We shouldn't be paying for their investment and their gain in assets unless we're owning it as a public and not a private entity. This is very clearly a cash-grab for Veolia. Many of the other listed projects should NOT be funded by ratepayers. Expansions should be paid by new homeowners and impact/hookup fees in the new areas and not existing ratepayers. Basic maintenance like cleaning pipes should already be covered. Only actual necessary investment upgrades beyond regular maintenance should be included in a rate rise.
