UPL-E-98-04 MINUTE ENTRY On December 23, 1998, the Idaho Public Utilities Commission (Commission) authorized PacifiCorp dba Utah Power & Light Company to postpone its 1999 biennial Integrated Resource Planning Report (RAMPP-6; IRP) until December 2000. Reference Case No. UPL-E-98-04, Order No. 27835. On December 20, 2000, PacifiCorp by letter filing requested an additional three-month filing extension of its RAMPP-6 (attached). “Resource constraints, coupled with an unprecedented pace of activity this fall associated with a host of issues currently facing the Company (as well as the industry as a whole)”, PacifiCorp states, have prevented the Company from adhering to the timeline envisioned. Under a reworked timeline, the Company proposes that it can circulate a draft of the report by the end of January, host a meeting of the advisory group to discuss comments on the report by mid-February and then issue the final report in March 2001. The Commission has reviewed and considered the underlying record in Case No. UPL-E-98-04 and the Company’s December 20, 2000, request for further extension of file date. Based on Company representations, the Commission finds that good cause exists to further extend the Company’s IRP file date to March 2001. The Company is apprised that this Commission too has concerns regarding the continued “uncertainty”, “resource constraints” and the “unprecedented pace of activity” cited by the Company. The Commission expects that the Company will use the additional time to detail recent changes in the utility market and incorporate the impact of those changes in the final RAMPP-6, either internally within the document or by appendix or addendum. More particularly, the Commission expects the Company to utilize current price forecasts for natural gas and wholesale electricity, to verify the continued validity of embedded modeling assumptions and to identify the impact of proposed Company restructuring vis-à-vis Idaho.
