Boise city took over the maintenance of fire hydrants just recently maybe 10 but less than 15 years ago.I know it was after 9-1-11 as security requirements increased after that date. Any money associated in United Water’s budget for fire hydrant operation and maintenance/replacement at the time of the transfer to the city of Boise should be returned to UWI current budget. Fire hydrants are an integral part of the distributions system as they are used to flush the system when there is cloudy water or after main repair and disinfection, measuring water pressure, collection of water samples and semi annual flushing of the system to remove chemical deposits such as iron and manganese.Fire protection is an important function but these hydrants are used more often to maintain water quality and to meet DEQ’s standards. The rate application doesn’t discuss these important functions. This insignificant rate increase should be part of the uwi-w-15-01 rate application increase package which is also out of line/too much.Fire hydrants are part of the distribution system plain and simple I do not understand the referenced franchise date of 1995 as the franchise has existed for maybe 100 years. I think the PUC should review the documents of a few years ago when the fire hydrants were taken over by the city of Boise and ask some hard questions of both parties Richard Rogers retired professional engineer(3033) 1066 E.Saratoga Dr. Boise,ID 83706 Unique Identifier:65.129.124.92 1
