Comment:I am writing to comment on United Waters request to increase rates by 13.2%.
I am not opposed to the rate increase,but I believe it should be structured so that the
usage charges increase,but the (fixed)customer charge stays the same.
I believe the fixed customer charge is too high,and discourages conservation.
