Dear Randy:
Consistent with Order No. 33195, Case No UWI-W-14-01, following is the quarterly construction report on progress
and expenditures to date through March 31 ,2017. A significant milestone on the project has been achieved during
the first quarter of 2017.
As you know, previous attempts on this project to bore under the New York Canal had been unsuccessful,
However, the contractor, Earth Energy, has overcome difficulties in boring and installing 36" casing through the
unstable cobble material near Surprise Way and successfully pulled Suez's permanent casing and pipeline under
the New York Canal. What remains at this location is for the installation to be permanently aligned and grouted
into place in the weeks ahead.
Earth Energy has also directional drilled and bored under the Boise River and the Penitentiary Canal towards
Warm Springs Avenue, and is working to prepare the hole for installation of casing and pipe. We are hopeful they
will be successful with this installation within the next few weeks. Once all of the boring contractor's work is
complete, trenching work in Warm Springs Avenue and the work within the Brian Subdivision can be initiated. We
anticipate this last phase of the work to be complete by approximately September 2017.
Total project construction-work-in-progress expenditures through March 31,2076 equal $269,504, and are
detailed in the attached exhibit. The contractor is responsible for its costs associated with the un-successful boring
effort.
