UWI-W-13-01 AND UWI-W-13-02 APPLICATIONS OF UNITED WATER TO EXTEND ITS CERTIFICATED AREA On October 23, 2013, United Water Idaho Inc. filed two Applications to extend its certificated area. In Case No. UWI-W-13-01, United Water seeks to add an area known as Brighton Land Holdings LLC (Brighton Property) to its service territory. The Brighton Property is not within the authorized territory of any other public utility water corporation under the jurisdiction of the Commission. United Water will provide service to all areas in the Brighton Property under the terms of its tariff No. 1, General Metered Service. Brighton Land Holdings LLC has requested that United Water extend service to the area and United Water has determined it has the capability to provide service. The Company’s Application states it will extend water service facilities to the area pursuant to its rules and regulations, and that it will not require the construction of special facilities. In Case No. UWI-W-13-02, United Water seeks to add an area known as Eastvalley Subdivision to its certificated service territory. Eastvalley is not within the authorized territory of any other water utility and there are no other water provides with existing facilities in the area capable of providing service as requested by the developer of Eastvalley. United Water Application, pp. 2-3. United Water is capable of immediately extending service to Eastvalley area by extending its existing mainlines located within its service territory. The developer of Eastvalley has requested that United Water extend service to the area and the Company has determined it has the capability to provide water service. Providing service to Eastvalley will not require the construction of special facilities. DECISION MEMORANDUM 2 United Water requested in each case that its Application be processed by Modified Procedure. Eastvalley and Brighton are in close proximity to each other, located just east of the Harris Ranch development served by United Water. Service to each would be provided by extending United Water’s existing main line in Warm Springs Avenue. Eastvalley contemplates 110 service connections and Brighton 89. Staff recommends the Commission retain the separate case numbers but issue a Joint Notice of Applications and Notice of Modified Procedure providing for a 21-day comment period to process the Applications. COMMISSION DECISION Should the Commission issue a Joint Notice of Application and Notice of Modified Procedure in Case Nos. UWI-W-13-01 and UWI-W-13-02 providing for a 21-day comment period?
