The general rate increased proposed by UWI should be denied, at best, or reduced to 3 per
cent. Any company who watches its sales decline has no choice but to look at its operations
and find ways to cut expenses. UWI i s customers are using less water partly through
promotional efforts by UWI. Less water processed should require less chemicals for treatment
and fewer people to do the work including particularly its executive staff. A rate increase
of 2 to 3 per cent would acknowledge the inflationary cost of doing business. UWI can cut
its expenses by eliminating positions or cutting salaries or other operational costs. UWI
customers should not be expected to keep an opulent environment of a subsidiary of Suez and
get the minimum guaranteed rate of return as a regulated utility.

I have just received a notice from United Water that they applied for a rate increase on
August3, 2Ø11. It is not clear to me why they waited until November 15 to send out this
notice. As an ordinary citizen I do not know all the technical details of this case which
probably means I am going to wind up getting screwed, which is what usually happens to us
ordinary citizens. My comment is that I have found United Water to be arrogant, unresponsive
and not all that competent. As you may know, United Water is part of a huge, international
conglomerate which used to be known as Indo-Suez, based in France, I believe. Their attitude
towards an individual customer in Boise, Idaho is about the same as that of Louis XIV toward
a peasant in some distant province.
As far as the merit of their case is concerned, I don't know about their construction
expenses, but their argument that they need a rate increase because people are using less
water seems to me to be illogical. The more they raise their rates the less water people are
going to use.
In most municipalities, water is a public, not a private service. That doesn't mean it's
necessarily better, but perhaps we should be exploring what al ternati ves are available to us.
