I believe that it is uneasonable, due to our present econoc depression, for
the utitlity cQIan to ask f.or an increase,There should be a "irratoriur" put
on any alleged reqest for an increase until 3 years dow the road. United Water
can pay its bills. The investors in united Water have the capital to keep UnitedWater "afloat" for 3 years until the econom imroves. Also, peple are cutting back
on the use of water as everne has reqested: Why should we now punsh those
water users for doing exactly What was reqested of them? It is respectfully suttted
that. the PUC . should imse a. thee year irratoriur on any increase . United Water
an)or its investors can easily handle caany exnses during this dowtur, just

Do not grant United Waer Idaho a 20% rate increase. Maybe they don i t know this yet, but there
is a Recession. I personally have not had a pay increase for over 4 years, and prior to that
they were far less than 20%. And I have a job; there are many who don't. My bill last summer
was far higher than the year before for no reason that I could gather. This is NOT a local
utility company and I am convinced that all they care about are maximizing profits, not
conservation or service. DENY this increase.

As a municipal water user and a taxpayer, I understand the cost of growth in the Treasure
Valley, so have no objection to the rate increase concerning installation of water lines and
water treatment facility upgrades.
I do have an objection to the rate increase requested by United Water Idaho due to water
conservation, resulting in lower revenue to United Water Idaho. I should not be penalized for
conserving water in an arid environment, and when being constantly encouraged to do so by
government agencies, as well as Idaho Water Idaho. Let the record show that I do hear by
strongly object to that portion of the rate increase request.
