I believe a 19.9% rate increase borders on the obscene. One primary reason for this increase
is reduced usage. Penalizing the public for behavior that is environmentally positive is the
wrong message. Also, a request of this size is completely out of proportion with the current
economics of the Boise Valley. United Water needs to do belt tightening just like the rest of
us have had to do over and over and over again. Please say NO to this huge increase that is
not affordable on anyone' s budget today or next year.

I am against the 19.9% rate increase that United Water is asking for. Their current rates
are already too high! During the summer months my average water bill is $350.00. My last
bill was $250.00 for two months. That was for Aug. and Sept. I have family living in other
states that are much bigger than ours, and they pay an average of $40.00 a year for water.
How can water cost so much? Also, I don' t see the need to upgrade their current computer
billing system. The old one seemed to work just fine! I don' t see how that is going to
benefit the customer.

I am not pleased that they are asking a rate increase. It seems counter to the efforts to
get the economy off the ground again here. For years they have encouraged us to conserve and
do xeriscape etc. now we are being punished for that? Iunderstand the need to rebuild and
create new infrastructure. If that is the real reason for the rate increase they need to do
a better job of explaining that need. Nobody has more money to expend these days.
