Re: United Water's 20% Rate Increase Request
Dear Sirs:
I am a customer of United Water and strongly oppose their request for a 20% rate
increase. The increase is said to be necessar because customers are cutting back on their
water use. In other words, people are conserving water, which United Water encourages~
and now they are going to make us pay for our conservation. ''No good deed goes
unpunished. "
In these economic times~ there is no justification for United Water to request such an
increase. It is bad enough that we have to pay higher rates every sumer, under the guise
of promoting "conservation~" even in years like this year when water was sent down the
Boise River as quickly as it could be released from the dams because of the large amountof rain and snow we received. The anual sumer rate increase is an unecessar anual
rate increase in and of itself. I am quite capable of conserving water without being
coerced into doing it~ by higher rates. Of course~ if I do, United Water is just going to
want more of my money, as demonstrated by this rate increase request.
It also makes no sense for United Water to bil us every two months. This practice makes
it difficult to monitor your water use and water costs.
I am tired of utility companes punishing citizens in these difficult economic times by
increasing rates, rather than cutting their costs, which is what regular folks have had to
do.
I strongly oppose this rate increase. Let United Water cut its costs. Let United Water
practice (cost) conservation, for a change.S~'4

Please do not grant United Water's request for an overall rate increase of 19.9%, or for that
matter, any increase. This utility has encouraged users for many years to conserve water.
In fact, if I recall correctly the summer surcharge was presented as a way to encourage less
water use in the summer months - and now that we have successfully reduced water consumption,
U/W wants to increase rates even further I Further, this increase is in addition to the last
increase which was granted a short 18-months ago.
The rest of the economy has come to a virtual standstill, and there is barely any new
construction, either commercial or residential, so I fail to understand UW' s argument that
they need to expand and upgrade their systems at this point in time.

Most of the utility consumers in our state have not seen a paycheck raise in years.
consumer is stuck with it all in the end. I don't know how much more we can absorb.
may not seem like much, but to some families this is bread and milk for a week.

One business owner (a pet groomer) stated on TV that she would have to pass the rate increase
on to her customers. As you can see, now I have to pay $5.82 extra plus whatever others in
business decided they need to pass onto me. If every business passes this on to the consumer,
then the consumer just stops buying because we are tapped out. We have no one to pass our
expenses onto.

United Water i s request for an increase of approximately 29% is extremely unreasonable. To
request an increase in rate, in part due to reduced usage, goes against all the wisdom and
rationale of supply and demand. As consumers, we have been asked to reduce usage. We are
being rewarded with a rate increase because we were successful?! Ordinary businesses have to
make reductions in expenses when income is down. United Water should do the same. We should
not be penalized for their complete monopoly of water service. Please deny their request.

Reference the 19.9% rate hike request for residential service requested by United Water.
United Water states that because the residential use has fallen, due to people doing a good
job of water conservation, they want to make a huge price increase. THIS SHOULD NOT BE
APPROVED! The PUC and United Water need to realize in this time of economic woe that everyone
is cutting back and United Water needs to do the same. There is no more money to go around.
Call me if this is unclear.

I am totally opposed of UWofI rate increase. Why should consumers be asked to conserve water
and then be charged more money for conserving? Does this mean if I stop conserving and use
more water my bill will go down? I think it' s outrageous to ask consumers to pay a iø%
increase because we' ve managed to do as asked and then turn around and charge us for it.
Seriously, this is water robbery. I can i t imagine why the PUC would even consider the
requested increase.
