Why penalize users because they are doing things like xeriscaping to cut down on water use? As a state focusing more on beauty and tourism, we are increasingly doing things to protect our environment, including water. We are disappointed in a company that raises their rates regardless of water levels, but bases the increases solely on projects they wish to fund. This budget process seems to be the wrong approach. Idahoans are using less water in a grand effort to wisely conserve our resources, but United Water wants to raise rates so they can maintain their same level of staff and administration perks. No! Do what the rest of us do - - get rid of excess employees and tighten your belt. This is an outrageous request in the midst of the new Great Depression. Absolutely appalling request. Help me to understand this!! They want 2Ø%+ rate increase for the losses incurred by us using less water. I think it is time to review where their profits are going. The two chief reasons given for the increase are investments in the system since 2009 and the nearly 25% decrease decline in demand for water. The obvious question on everyone's mind is why were these costly expenditures needed or undertaken needed at a time when demand for water declined? Surely it was obvious to everyone that by 2008 the local economy was in trouble. Surely it was also obvious to United that demand for water, and its customers ability to pay for service was in a steep decline. In the face of these declines how could they possibly justify new water treatment plants and lines that they did not have funds for, and which could have clearly been deferred or foregone entirely (improving water hardness and pressure) without any reduction in public health or safety? This approach of spending money you know you don't have and then asking for a rate increase is irresponsible and must not be rewarded. Second, the IPUC must evaluated whether United's parent company, Suez Environment, a Paris based, world-wide holding company, may have simply decided to maximize its profits regardless of how much we need or use their services. I realize this is a difficult task, but if our local school systems are having to cut costs before asking for increased funding, can we demand no less from our public utilities? i plan to live a long time in the Treasure Valley and I am willing to pay my fair share of needed services. However, I know that we can't go on indefinitely agreeing to paying higher and higher utility costs, and in this case, for less and less water. The IPUC can send a strong message to United by denying this increase, and forcing them to conduct their business i as we all have to these days, by not spending what we don't have and living within our budgets. What do they plan on doing with the other 50 million? United water is asking way too much from people who are constantly having to pay more for everything. In this economy , United Water is asking WAY to much. I can understand an increase that will cover thier expenditures but a 70 million dollar income the first year is crazy. If an increase is approved and they are back on track, when does the decrease come? We all know the answer to that question! Approve only an increase that wi thin reason. Thank you.
