United Water should not be allowed to increase their rates because of low usage of water by
customers. We are constantly being told how to use water wisely and how to cut consumption.
We should not be penalized, by a major rate hike, for doing what is best for our country by
being good stewards of the earth. Uni ted Water should not be allowed to tell us to do one
thing and then penalize us because they don i t like the results. Please DO NOT let this rate
hike become effective!!!

Dear Commissioners:
I am opposed to United Water Idaho Inc's. proposed rate increase. This rate increase would
place a great hardship on my family. As a State of Idaho employee, I have not recieved any
additional income over the past three years.
A 2e% increase to obtain a 8% investement return places too much of a burden on the consumer
and increases the investors profit.
Uni ted Water i s consumers should not be punished for saving water. Raising the rates will lead
to even less water consumption and further rate increases.
I urge the commissioners to deny this request.

What manner of PUC rate system is this, granted to United Water, so that when demand goes
down, the price goes up?
*Are we not already paying increased summer United Water rates, the PUC granted, to make
residents conserve water with drought resistant lawns and plants?
Was not the purpose of summer increased rates to make water usage go down?
It seems conservation worked and now we are penalized for conservation?
**Infrastructure costs- - -those costs are out there every year.
I trust the PUC will NOT approve this 2e per cent increase in these cost cutting times.
Those of us that are not fortunate enough to live in neighborhoods that irrigate from one of
the canal systems are already paying a fortune on our water bills.

I understand that United Water is seeking a 19.9% hike in their rate. With the economy
going into a double dip recession this is no time to be granting any rate increase for such a
vital commodity. Senior citizens are not only not receiving an increase in Social Security,
they may actually see a decrease because of the recent i trigger i included in the debt ceiling
package I encourage the PUC to turn a deaf ear to any rate increase for water at this time.

I am writing to vigorously protest United Water's announced plan to request an almost 2e%
increase in water rates!! Already, to keep lawns even remotely green in summer costs a huge
amount. Even more than that, United Water has been among those supposedly calling for water
conservation- -and then, hypocritically, when they show a i decreased demand', they use that as
an excuse to punish us by asking for higher rates! Please deny their request.
