) APPROVAL OF STIPULATION

COME NOW United Water Idaho (United Water or Company), the Staf of the Idao
Public Utilties Commission (Sta and the Communty Action Parership of Idao (CAPAI
and hereby move the Commission for an Order accepting and approving the Settlement
Stipulation (Stipulation) filed herewith, and in support thereof respectfuly show as follows, to
wit:
1. On August 3,2011, United Water filed an Application seeking authority to increase the
Company's rates for water service in the State ofIdaho to an average of 19.89%. If

approved, the Company's revenues would increase by $7,616,015 anualy. The
Company requested the new rates become effective September 2, 2011.
2. On August 18,2011, the Commssion issued Order No. 32333, suspendig United
Water's proposed effective date for a period of th (30) days plus five (5) month from
September 2,2011. On the same date, the Commssion issued Order No. 32334, granting
CAP AI's Petition for Intervention.
3. On October 5, 2011, the Commission issued Order 32376, establishing a procedural
schedule, including a technical hearg to commence on Febru 1, 2011.
4. Afer the filing of the Application, Commission Staff conducted a thorough audit and
investigation of the Company's Application. Commssion Staf propounded numerous
Audit Requests and Production Requests, to which United Water provided timely
responses.
5. On November 16, 17, and 18,2011, representatives of the Paries met to engage in
settlement discussions in accordance with RP 272, with a view toward resolving the
issues in this case.
6. Based on the settlement discussions, as a compromise of the positions in ths case, the
Pares have agreed to resolve and settle all of the issues in the case upon the terms set
fort in the Stipulation.
7. The Pares recommend that the Commssion grant ths Motion and approve the
Stipulation in its entirety, without material change or condition pursuant to RP 274.
JOINT MOTION FOR APPROVAL OF STIPULATlON-2
NOW THEREFORE, the Pares respectfuly request that the Commssion issue an Order:
1. Approvig the Stipulation in its entirety, without material change or condition; and
2. Approving revised tariff schedules, in the form attched to the Stipulation as Exhbit
A, effective Febru 1,2012.
